Ayushman Bharat: A ray of hope for the poor

Ayushman Bharat is a national health protection plan that will cover more than 10 poor and vulnerable families (about 50 beneficiaries) providing coverage of up to Rs 5 per family per year for secondary and tertiary care. Ayushman Bharat Yojna: The National Health Protection Mission will implement the centrally sponsored plans: Rashtria Swastya Pima Yugana (RSBY) and SCHIS.

  • Ayushman Bharat: The National Health Protection Mission will receive specific benefits for the rupee. 5 lakh for each family per year.
  • Benefits of the plan are transferable throughout the country and the beneficiary covered by the program can receive non-cash benefits from any public / private hospital throughout the country.
  • Ayushman Bharat: The task of protecting national health will be a rights-based scheme, and rights will be determined on the basis of deprivation criteria in the SECC database.
  • Beneficiaries can benefit from private, public and private facilities.
  • To control costs, treatment payments will be made based on the package price (which the government will specify in advance).
  • One of the basic principles of Ayushman Bharat – The National healthcare insurance Protection Mission is to cooperate with federalism and flexibility for states.
  • To give policy guidance and promote coordination between the Center and States, it is proposed to establish the National Health Missions Council at the AB-NHPMC at the summit level, chaired by the Minister of Health. Union and family care.
  • States will need the SHA to implement the scheme.
  • To ensure funds arrive to SHA on time, funds can be transferred from the central government through the Ayushman Bharat – National Health Protection Mission to government health agencies directly through the escrow account.
  • In partnership with NITI Aayog, a powerful, scalable, operable, robust platform will be operated without paper or cash.

Implementation strategy

  • At the national level of management, an agency of the National Health Protection Mission will be established in AB-NHPMA. It is recommended for States / UTs that implement the scheme by a dedicated entity called the Public Health Agency (SHA). They can use a non-profit company / association / company / Nodal State (SNA) or create a new entity to implement the scheme.
  • UTs may decide to implement the scheme through an insurance company or directly through the Trust / Society or use an integrated model.

Ayushman Bharat Yojna – The National Health Protection Mission will have a major impact on the reduction of pocket spending (OOP) in the area of:

  • Increased coverage of benefits for about 40 per cent of the population (the poorest and most vulnerable)
  • Cover almost all secondary hospitals and many hospitals. (Excluding negative list)
  • 5 coverage per family (no restrictions on family size)

This will increase access to medicines and good health. In addition, the unmet needs of populations who have been in hiding due to lack of financial resources will be addressed. Expenditure incurred

The total expenditure will be based on the real premium set by the US / US paid market where Ayushman Bharat – the National Health Protection Mission through the insurance companies. In States / UTs where the scheme will be executed in Trust / Company mode, the central portion of the funds will be provided according to actual expenses or maximum price (whichever is lower) at the predetermined rate.

The number of beneficiaries

Ayushman Bharat: The National Health Protection Task Force will focus on about 10.74 poor, poor rural households and a specific occupational category for urban workers’ families according to the latest Socc and Social Census (SECC) data covering both rural and urban areas. The system is designed to be dynamic and ambitious and takes into account any future changes to the exclusion / insertion / deprivation / profession criteria in SECC data.

Ayushman Bharat: The national healthcare insurance protection mission will be carried out in all states / United States in all provinces with a view to covering all selected beneficiaries.
