Al-Haram “The Grand Mosque” lies in the Holy sanctuary of Makkah which was constructed by Prophet Ibrahim (AS) and his son Ismael (AS). Allah-Almighty ordered Prophet Ibrahim (AS) let construct a house which must be sanctified from all kinds of Shirk (associating something with Allah). In another place Allah (SWT) says in the Holy Quran: Remember! We made the House a place of meeting for men and a place of shelter, and take ye the station of Abraham as a place of prayer; and We covenanted with Abraham and Ismail, that they should sanctify My House for those who compass it round, or use it as a retreat, or bow, or prostrate themselves (therein in prayer). (Surah Al-Baqara, 125)
As the Holy sanctuary of Makkah is the exceptional place of peace where no bloodshed is allowed particularly in the state of Ihram.
